We do now, it's called Geneva Conventions.

But I guess it doesn't apply in war of the magi.

In a scenario when you only managed to save 1 person out of group of 1000. Do you say: "You were saved, but it was totally meaningless." to that single person you saved?

Try to look at the bright side. Even if the implimention is flawed and highly biased. , there is no doubt that there are war criminals that were brought to justice (even it usually happen decades after the conflict).
