To me,
Saber's wish: to rewrite Great Britain's history during her reign(try to avoid the former failure), by changing another ruler instead of her.
Broskander's: to gain physical body in current world, and attempt to start his conquer.(this implies, he hope to do better on next conquer)
Fundamentally, both wishes are same, just that:
Saber ideal is quite platonic
Broskander ideal is quite physical;
Saber gives her everything for her ideal
Broskander takes everything;
It is just differences between times and path.
