Web surfing, reading, definitely. Apps, music and movies maybe not, as those things do take up space. For example, in my Ipad, almost 30Gb is just for apps and app-data (like video files for VLC, ebooks/comics for iBooks, mp3s). Might want to bump up to 32 to be safe.

3G, of course. Having the internet with you while you're mobile (and not on a tiny screen) can be priceless. And I wouldn't try Skype without wireless, so dunno

Just keep in mind VLC is no longer available from the App store, only if you had it before it was removed. Might want to try the other software recommended.
