The laptop can configured to be a media server with the appropriate software. Windows 7 has a built-in DLNA-compatible media server (Windows Media Player 12) that can be configured to stream media over your home network.
Next, your LCD TV needs to be connected to your home network and has DLNA capability. The LCD TV "will" recognise your laptop as a media server and be able to play contents through your home network.
But, personally, DLNA is a pain-in-the-ass to setup at this point in time. Too many limitations and many popular video formats cannot be easily streamed. Better to a get a media player with networking feature, IMHO.
