Wow that's a terrible thing to do. As i've said before, the government relies too much on the goodwill of the people. They think too highly of their own people. 
So their people cheat them. Wonder when they will learn from this. Trust and honor does not exist anymore. Everything must come with checks and consequences for trying to get around the system.
