I think having 2 cc's is good, in case anything unforeseen turns up like 1 cc getting declined when making payment so you still have the other as backup. I witnessed an incident when a customer's cc got declined and he tried with a 2nd cc which also got declined. In the end he had to call up a friend to come and pay for his drinks. Embarrassing to say the least esp when he was with his GF!
2 cc's I would consider the min number to have, why cut?

actually citibank can easily waive their annual fees. i have waived mine for 3 years now without fail.
I am having Citibank's cc for more than 10 years and only tried annual fee waiver after I started reading this thread. Called up Citibank few months back and they waived my 2010 annual fee. Just call them up a month before annual fee is due for the waiver.
Although I can't really say what benefits Citibank cards have, I like it for the fact it has given me a high CL, relatively speaking of course.
Their rewards redemption service is fast like greased lightning. Redeem the items online and the stuff is delivered to your doorstep the day after. Now that's fast!
