I disagree with your statements, many of o&g companies (local ones) pays low salary.

Anyone ever encounter an HSE officer who doesn't have technical background & generate a bad JHA & safety reports?

drilling/ field service guys rely mainly on offshore allowance to get big pay & their basic salary is sometimes small.
