Oh my gosh guys i've found a very good solution (but not the best) and maybe temporary solution to overcome this cap limit.
if you don't believe me. i've just ran a speed test from a server in Mumbai, India and the response was pretty good (hey at least it's better than my previous internet bandwidth speed). I'm using a streamyx 1Mbps unlimited package.

The solution is to use a proxy server. I've tested it with firefox. But it can only work if you're downloading using firefox default download.btw, i'm using a 3.6 version of firefox and not sure if it works with other versions.

Step 1 : Open Mozilla Firefox if you haven't already
Step 2 : Go to 'Tools' ---> Options
Step 3 : Click the 'Advanced' tab then click 'Network' tab
Step 4 : Below 'Connections' click settings
Step 5 : Enter the http address and port number. Ensure the 'use this server for all proxy protocols' is CHECKED. Please also make sure that      the proxy server you choose is "anonymous" (ANM)
Step 6 : Click Ok and Ok

ENJOY YOUR SPEED BY TESTING THE PROXY SERVER BY DOWNLOADING SOME FILES. But please be aware that there are some servers which are down at the moment so you have to try until you find a working one.
