4k is quite a budget
you can easily get the 550d with a pair of good lens
or opt for 60d with kit lens

basically both 550d and 60d are DSLR
60d is the newer model with more features such as articulating LCD screen (i think 550d more of entry level while 60d is semi-pro/enthusiastic level

depending on what you wanna do with the camera
if you're into photography, a DSLR would be a great buy
but all you want is to take some nice picture of your friends n family, a smaller lighter point n shoot camera is recommended if you're not willing to carry the extra weight of a DSLR

A DSLR will give you really nice pictures only if you are willing to learn how to use it and will not depend on auto mode. But if you're not ready to take up the extra "responsibility", then a powershot would suit you best (powershot 1000HS, S95 or even the more advanced G12). It can serve as a learning platform (these models have manual mode which is similar to what a DSLR can offer) which might change your mind in the future when you're ready to go for DSLR.
