Actually, that was what I had in mind. Its quite possible to setup a local hub just for steam backups. With that, things will go faster. The only problem is that I don't think anybody is wiling to fork out the cost of building and maintaining it. It can get quite costly.

Or maybe we can use a DC++ hub. Like Rizzy's Unifi DC++ hub. Unfortunately thats only for Unifi ppl. And then there is the LYN DC++ but I have never entered it.

Maybe its just me but my throttling only happens to international sources. Local is not affected. If TM decides to throttle even local content then they break FUP terms. After all local bandwidth is supposed to be guaranteed. International isn't.

Whats your ldap backend setup like? Or there is no external database and user accounts are the server's users? I'm asking because I don't know if its possible to have connections using the same account if not using an external database like AD. And I'm curious.
