They do check immigration records to see if you are really "residing" in Singapore.
There are cases where people who go back Malaysia every weekend got their application rejected.

Mine got stolen 2 years ago in SG.
Got issued with an emergency certificate for multiple entries. Valid for 3 months before I got a new passport which is only valid for 2 years.

I lost it in SG.
That means I have to do it in SG.
As for my passport, I went back to my hometown to do it.
You will be able to clear immigration with the emergency certificate.

I heard LTA also convert your license even if the letter is for converting license for US so just tell JPJ is for US or some other countries.
