Your EPP will be not approved because you don't have enough limit given your case of CL = 3000 and current outstanding is RM 4000 (without any payment made). EPP will block/reserve the full amount from your CL; meaning for the case your EPP amount that you're planning to swipe is RM 3000. The best is for you to clear the outstanding till you have enough buffer for the EPP. Normally transaction might be failed if you have utilized 90% to 95% of your CL.
