I would like xfer my brother's character out since he gruaduated soon and he wan play on his own a/c.
So i was wondering (correct me i am wrong) , in order to xfer out the last name need be same right?
And just now we try register the new a.c and when i click country selection as MALAYSIA, it redirect me from us battle net to sea battle net.
Would that have problem if i wan xfer the character later?

There won't be any problems, but both account has to be owned by the same person. Just try the procedure and see, if it fails Blizzard doesn't charge anyway.
