You can only play on US servers, Malaysia does not sell the EU client.
US and Oceanic are the same, just that the "time" in the server is different, all servers are located in the US for US versions.
4Mb is good, but better to test your latency before you buy. Borrow your friends account and play on your internet to see what kind of latency you get.
It's about USD15 if you pay by card, 14 if you pay 3 months straight, 13 if you pay 6 months straight.
