based on dB calculation, how to know what is the power input and power output in Watt?

e.g 3.4dB based on formula
10*(log(Power Out/Power In))

5 Watt handy is it Power In or Power Out?

let say i want it to have good swr at 145.00 mhz how do i do that?

is it 300/145 = 2.068965517 ??

so i need to cut it at 2.068 meters? thx
