not routing problem, its cap. coz whenever my HF dl starts, it started off very fast, 180k, then after like 5 secs, reduced to capped speed.

if routing bad how can start fast but reduce later?

Alright now I can confirm that there is a capping and previously my line was not cap because it haven't reach the limit.

Just perform a simple speedtest with a Malaysian proxy. Take this proxy 219.93.178.162:3128 courtesy of TMnet and try a speed to any server in the international server in the US, EU or Asia and compared it without using this proxy.

The results will speak for itself.
