did your RAM usage full ? (hard disk keep blinking even in idle)
check your device manager for poper driver install
and make sure you use 80pin ide cable for the 20gb disk (little performance boost)

Check your power cable and for the slow loading , look for IDE ATA/ATAPI Controllers in Device Manager . Check is it using PIO mode , if it is then switch to UltraDMA .

Try format again that partition using Disk Management in Windows ( rightclick my computer - manage - storage - disk management ) right click that 31GB drive and select format .
