Hmm... From what I know, it's because the computer reads the 80G differently than human do.
80G(computer) = 80 x 1024 x 1024 x 1024 = 85,899,345,920
80G(human) = 80 x 1000 x 1000 x 1000 = 80,000,000,000

This is due to computer is base 2(binary base) which 0=Off , 1=On. So the nearest to 1k is 2^10 = 1024.

I think it should be completely free unless you pre-installed with operating system
