you using native resolution or not?

23" at 1920x1080 = 96 dpi should be quite nice with cleartype one.

LED backlight monitor is whiter than CCFL, i think manufacturer's decision to turn the lights up and make the color more 'vibrant'.

you want color closer to 'real' color need to buy calibration equipment already or you can tune the RGB yourself or google for ICC profiles online.

Found something on google, same black border and washed out font problems like yours:

It turns out the Catalyst Control Center is the answer.

In CCC there should be an option for DTV and under that an option for Under Scan/Over Scan. Drag this to 0% and you should get what you're looking for.

(Note: Under scanning effectively tries to fit the whole image in less pixels, creating fuzziness and blurring. Not only will this make the image fit the whole screen, there is a Significant improvement in quality. Bonus!)

the monitor have options for slow, fast, faster mode. try them out see if there's any differences. but expect none la i think samsung put there for fun only.

cannot la, bro. i read a lot of reviews on u2211h and u2311h, a lot (those who care enough) oso don't recommend that screen for professional photo editing.

the colors are nicer and more vibrant with deeper black etc etc but it's definitely not there for color accuracy because of the gradient shift.

if you're in the printing business you should really get a decent crt with excellent color reproduction or a high end ips screen, but if it's just web publishing i think that's still ok.
