How much can you pour out from your pocket is another issue, the more the better, U2410 is another better one, more features and of course more $$ to spend to.
Dell IPS is value, not the best neither the worst, you can find those good one like iMac, expensive, premium, good looking as well, but that's you have the budget.
I'm not too sure which one the best out there, but those very very good one might only available through online purchase, overseas, expensive + heavy shipping, if you can pour that kind of money, it's worth every cents

p/s: Better start using your mouse more by clicking each page and looking at U2311H comments/reviews... people here are pretty frustrated by that question
