Dell U2311 seems like a good choice for RM650. It's non-glossy, have tilt and swivel mount (in case you prefer portrait / landscape), 5ms (few people can notice the ghosting image between 2ms and 5ms, unless you have a detail eyesight), and it's IPS panel (offer wider color spectrum, great for viewing pictures). The only downside is that it only have 80% color gamut compared to the U2411 but the price for it is way more than your budget.

for 23" lcd is there any other else beside dell st2320l which have both hdmi and dvi or at least dual dvi?

i like u2311 but the price and 8ms response time has made me to reconsider.before this i'm using h233h.but this morning some unfortunate thing happened to my monitor.sad...that why i want lcd which has better or at least same with my current monitor..

IPS panel, ultrasharp, bery sharp images, but the design is boxy and simple, no bling bling or round curves (doesnt matter, I dont buy it to look at the plastic encasing, that would be stupid)

Btw, dont on your PC when u sleep, the EMF radiating from the PC will interrupt your dreams and sleep and you will only get 3 hours REAL sleep out of 6 hours sleep, bad for health. 

I tried dragon age origin, looks fine to me, color is vivid and naissss.

Havent tried any FPS games, but dont think ghosting will be that bad, even with 8ms, unless I have superman vision to spot milliseconds ghosting.
