put it on C:\ after you open the CMD, then type cd \ then do msiexec /i bootracer_free_310.msi /qb |

Better result would be uninstall the ATi driver from control panel, boot to safe mode, use Driver Sweeper to remove leftover ATi driver, then restart normally, proceed install the new driver..
