IMO the decision (barring import players in M-League) largely because of financial reason. numbers of clubs 'gulung tikar' after few seasons (KL Plus, MYTeam, MPPJ, Public Bank etc) and some State FA (Penang, Kelantan, Sarawak, Perak, etc) had financial problems few years ago. mostly they had failed to pay their players salary, lack of sponsorship and largely dependent on FAM's grant. most foreigner are paid in USD and had bigger salary than local players. hiring them will only make things worse financially.
most FA leaders are politician, arent competent, overly dependent on financial aid /allocation from government and FAM. none of the FA really self -sufficient financially (but Kelantan FA did really well these days)
if we look on footballing view only, foreigner (quality player) will bring non other than great impact to our football development.
on negative side, most team love to hire foreigner striker. so, local striker cant showcase their talent/ limited opportunity. i remember the days local team can hire 4 imports (not so sure), most of them play in attacking position. and we rarely see local striker in top 5 of scoring chart.
at the end of the day, its Catch-22. i prefer foreigner allowed (1/2 players each team). with additional rules to make sure the team capable to pay their salary (and other things).
