there are monthly game cards on stores or online shops but price differs: shops (like a*l-it hy**rmarts) tend to be more expensive and online shops (from molpoints).
leveling is not a problem but collecting huge, huge, HUGE amount of geld is the main concern becus u need geld for almost any stuffs like repair, gears, lewts
including getting carried in 10/25 men raidswell, the custom map sux due to the fair quantity of beng-bengs wanting to punch people becuz losing 1 round, i herd they are invading starcraft2... slowly...
as for level cap, it depends on how you wanna play; last time during thaurissan time i used to pause on every level trailing '9' (9, 19, 29 and so on) to get into bg and lulret some dude down. time wasted but it's effin' phun to run around killing peeps with beefed greens (and they said i play a twink toon... )

i remember hit 60 - 70 or 70-80 in about both in 3 week and a few day(3 years ago),
but leveling is so easier these days compair to last year due to the company help people level faster(and make more money in the process),
since only very small anount of number are interested in the old world content.
this year i'm currently at 60-70 catagory and hit 1 level per Working day.
58-62 or 63(4 to 5 levels in one day) if i go no life mode.
but thats becasue i know what i'm i doing, doing it more effecintly (but it hurt my eyes, soo much blood....

basicly its totally how much effort you put in to speed thing up.
basicly, if you know what are your charater doing, some basic understanding of the class you works, you'll be fine.
the game now have a build in quest helper, it basicly told you where you need to go, what you need to kill/loot.
with recruit a friend"RAF" you gain extra X% exp for everything you do then ordinary people.
remember to park you character in the major city or inn to get rest exp when your not playing, it offer bonus rest exp while and give you chunk of extra exp when you kill anything.
you don't really need proxy while you leveling, you only need it when thing gets really serious.
pve, you basicly kill monster, not player, unless they choose to be kill.
pvp server is hunt or be hunted feeling, there is no safe place
in contested area(most area are contested) you are attackable by player of other faction.
mostly they don't care what your level, they see you, mostly they will kill you.
you can choose not to kill, but you must ready to defend yourself, mostly its futile.
it keep you "awake" while you don't feel bored leveling.
rp, role playing, the server that play, act like what their real charater should be. Its fun stuff. try not to missspell word.

"take a long time to hit level cap" means don't have to grind way too long like Rappelz online game, which even after 6months grinding still haven't hit the good level range -.-! (Over there, fun starts at lvl120-150)
And most of the people more prefer and definitely wanted to level as quick as possible so they could play the high level fun stuffs. For sure I know that high level stuffs are more fun and many to do once reach that stage like all other games, no?
I understand what you mean enjoy the game before hitting the level cap in game, but it won't last any longer especially if you are interested in PvP like most people do(Even me). Still, I could enjoy it while leveling and maybe when I level new characters again and again?
Also, I do think that PvP server is just an extra fun with PvP system including PvE system itself. It's like PvP + PvE in PvP server. PvE server only is non-PvP server. Correct?
Hopefully it isn't way to lag, otherwise have to pay for Proxy services *sigh*
