For the Legacy Campaign, I know that we are able to subscribe for the discount price for $9.99 per month if we fulfil the condition.
But my account is EU version, then I have to pay 9.99USD or 9.99EUR per month?

No region lock in game/server. No matter which version you obtain (JP, NA or EU), we are able to meet each other in the same server, only if we are in the same server. But FFXIV does categorize some announcements and forum events by regions (JP, NA, EU). As in, some events are only qualified for US residents, etc.

From my point of view, US or NA is a better choice. Why?
1.) Price - cheaper. I regret using EU account oh well...
2.) Payment options - more options like UltimatePay. EU account users suffered a great deal when billing system was implemented; Payment is unsuccessful due to certain third-party organization But all is solved with the newly-added credit card option.

Does the US ver. billing address locked to US only? I face the same problem on some other game where you cant set other country than US alone, so making my Credit info wrong and cant use it to buy monthly sub.

If you are talking about paying to a 3rd party organization , in which it then pays Square Enix, I guess you should match up the addresses on your credit card and your 3rd-party-organization account. But still, some organizations are denying certain country's credit cards.
