Yes. You can purchase the right issue through your remisier. Or maybe your remisier would contact you to ask if you are interested in buying the right issue. If you are doing online trading now, you can also sell your right issue online now before they are released. And yes, your current shares value will drop once they are released. However, if more demand than supply in the market, then the share price would increase back to the price before the right issue being released.
