 Central aircon or standard for budget hotel? Help, In the long run, which are money saving?

Hi guys, first time posting because long lurker.

I'm doing a small budget hotel project as my first major step into independent business.. I'm now stuck at the part where I was getting a lot of different opinions as to use normal air condition in each individual room, or a central air-con system.

The hotel is budget sized, 30 rooms in total, and each room are not very big and includes it's own toilet separated by sliding door. The total square feet of hotel is 6500 sqft.

Currently the hotels ceiling are high and bare, with water sprinkler already installed. ceiling height we are planning at about 8 or 9 feet.

Okay I hope that the above information is enough.. I basically have 3 options now, and that is to use:

1) central aircon and provide individual adjustments inside each room(how to do? I would like more info..)
2) central aircon and DO NOT let customers adjust temperature because budget hotel, or
3) individual 1 "tuo"(drag) 2 compressor unit totaling 15 units, or 1 "tuo" 3 totalling 10 units, then add 3 more overhang aircon unit for the lounge area and corridor. For this one we will be using about 1 3 phase box per 8 room

Now I am a complete newbie in air conditioning. I only know wiring, and for the central air-con system I can install the ducting itself, and I do have wireman to hire for project.

I'm now asking for lowyaters to help me analyze which option would be the most cost efficient scenario for me assuming:

1) hotel will run atleast 40% capacity(hope not that bad) during low season and at least 70% normal season, full capacity peak season , after 1 year operation
2) maintenance will be managed on schedule and diligently when things are okay.
3) will no sell business for at least 6 years, unless if price is too good to pass up.

What is the average KWH used by both systems, so I can have some figures to calculate my daily electrictity cost?
Also was wondering is 3 phase enough to supply enough power to the central aircon unit?
