I think you have very slim chances of pre-ordering one. Some of us pre-ordered way before the original date was pushed to Nov 24th and most of us pre-ordered right after the Nov 24th date was announced.

First time I seen for R3 games language can be changed in game rather than system setting dependent.

This is the case usually for majority of the games. R1 Games will need R1 DLCs from R1 PSN and so on and so forth. But there are a certain amount of very rare cases in which this doesn't apply like Resident Evil 5 IINM. This also applies to Game Saves but also there's the rare occurrence of cross region compatibility for instance like Final Fantasy XIII.
