Given the same rental, I'd opt for M city without a doubt BUT
1. What makes u think there won't be a rental war? Elements will definitely pushes their rental price lower. What's mcity gonna do about it? Wait and hold?
2. For the fact that elements is not even 50% occupied (pls correct me if I'm wrong), what makes you think mcity has the capability of occupying tenants? Have u forgotten the incoming 10k plus supplies as well?
3. Commies will do well in jalan ampang as it should been all along. But you own a residential lot. You can argue that you can target expat etc but as far as I'm concerned, those expat who works in my company stays in klcc condos. And if expat were to choose mcity, why now elements are not filling up with expats?
Idk what makes you think that mcity is hell of a location. When it's jam for all the wrong reasons. You may argue that a place won't be jam if it's not Wong but jalan ampang is jam because ppl use it to go to and forth from work.

Ur points noted. As u rightly pointed out the issues in Element. If u are tenant, would u go for element? Looking the surrounding? At least the first consideration will be given to M City.
Second point on traffic, jalan ampang is busy and it had been since donkey years. If u want a quiet place, obviously this is not the place for u. Thus, it is depend on ur investment game and strategy.
