CS 1.6 lags on Windows Vista

Somehow, my Counter Strike Lags real bad on my Laptop which uses a Vista. On my desktop which is an xp, it doesnt. When I open my task manager, it says CPU Usage 100% but my HL and GameOverlay UI does not take lots of CPU usage. Any reason why it is lagging like this?

ur background software ?
oh ya, forgot to mention, LAPtop use much more process rather than pc. |

any software you use that working background. such as antivirus, IDM. ect ect.
yeah, try to see any pc running with vista and compare with laptop run with vista, they have different pc usage. :/ (if i m not mistaken) |

None.. my comp has no active antivirus running. All programs are shut off except skype. With skype on, my CPU usage is only 15%. yr laptop specs is good enough to run cs 1.6.
100 cpu usage meant nothing, coz old games like cs 1.6 would hogs cpu no matter how fast yr cpu is. |
