Yes,please use the removal tool in OCLF first(you can always make sure lagfix is remove by running quadrant)

Remember to choose Eclair not Froyo Voodoo lagfix, then rename the .zip to update.zip(double check not to have update.zip.zip)

plugin usb and dump update.zip directly into your internal SD

Off phone and do 3-button recovery, use volume up-down button to navigate to apply:update.zip and click home button

Listen to robotic voice and wait 15 minutes and you are done.

Updated from Doc's v7.5 to v7.6 by just using the normal CWM flashing.

Didnt have to do any extra steps like clear cache and data.

If you have no root explorer, just install terminal emulator(still need root)

su
cd /efs
ls

you can see what you have in efs folder

Have you tried restarting your phone?

Is this your first time using Maxis? If so have you enable 3g by dailing *136#?

Download 3G Watchdog to monitor your data usage but remember to give some allowance just incase Maxis decided to screw you up with data over usage
