I think depends on your budget. If you have more budget, you can deliver in high end private hospital. If you have less budget or worried to paucha the budget, then recommended to go to government. If you want to do traditional you can also get people to deliver in your house.
I think there is no option of where is best to deliver. I think important you feel comfortable with the hospital/clinic/ midwife.
