when we renovate in a major way,ie we change the structure of the house,do we need the side neighbours approval?

but i thought before you obtain the council's approval,you need to submit a floor plan to your neighbours,both sides,front and back?also,a written agreement with signatures that signifies consent needs to be submitted prior to receiving the approval from them.that's what mppj requires,is dbkl any different?
