I had some issue and seek advise from you all.
I keep the story short.

During agree to purchase house, we notice tile is not flat, and agent agree to talk to owner to fix it, while we doing loan & etc.
Early July - Sign agreement (S&P, loan agreemen & etc), we did mention to lawyer about tile issue, and lawyer mention will follow up for us (but this issue did not stated in S&P, just wrote a simple note attach to agreement)
Early Sept - We worry as 3 month time limit is near, lawyer said owner busy and still not coming to sign agreement.
Late Sept - Owner signed, but now is waiting developer giving some doc to bank.
Early Oct - We go double check the house, owner still not fix the tile.
Late Oct - Loan almost done, just waiting bank to give check (tile still not fix)
Mid Nov(14 Nov) - Check ready, but tile not fix
Agent said will as contractor to Saturday(16Nov) and fix by same/next day.
Yesterday(15 Nov) - Go ask lawyer, she said fine only can apply once we pass check to owner but they can pass house/key to us in good condition
Question.
1. Agent ask us to sign a simple agreement for fixing the tile, before contracter start work, else they wont go
- Should I sign it? i think to take detail photo before and after only.
2. How to calculate fine issue, as owner is delaying us so much.
- Does lawyer said is true? only after pass check owner still cant give house only can fine?
3. Lawyer inform Water & Electricity bill still not cut, just they clear the bill
- Lawyer said it is better this way, as we dont need apply back the facility, we just to TNB & Water to change name to us only
- Does it better ask them cut, and give black and white?
4. Anything missout before I agree to pass check to them?
