Likely yes ... credit card risk management system also check customer's ability (and consistency) to pay their bills. This indicates whether you are a good paymaster or not - if you are not, bank will flag you out coz they don't want themselves to have these kind of customers as well.
As far as i know black listed by telco and bank are totally no related.I was black listed by one of the telco since 1997 (till now) and was holding my first MBF classic card till now being upgraded and applying new card from Gold card to now Platinum card without any problem.

Yes this applies generally. Three of my friends got their CIMB VI/WMC by submitting HSBC Platinum CL 30k. If you're in the banking industry, it is general knowledge that CIMB is desperate to increase its credit card database thus granting high credit limit to many people even without having substantial deposit / facility with them. They are still far behind Maybank in terms of card membership.
Do you think holding an UOB platinum card with 30k CL, is there any chances to get a Worldcard or Infinite card? If yes, which bank do you suggest?Do you think CIMB chances are more higher as you say they are desperate to increase its credit card database?
