AVerTV CaptureHD. But can only capture non-HDCP protected content. Should be around 500-ish at Lowyat.

In this department quality = money paid, so if your budget is low then just settle for low quality stuff.

AverTV HD only captures up to 1080i, not even 720p. If you wan't 720p, it's Blackmagic Intensity Pro which I am using but that costs around US$199. Again, if you're looking for a HD capture card for RM100-200, I'd say forget it. You'll have to settle for SD capture cards which you can use S-Video for the best quality picture.
