hi guys, can recommended me a Wifi phone with Wlan?

at the moments no tend for mobile internet as i have another commitment... i online occasionally (if urgent case only) and i dont mind to buy a McD Value or Starbuck or CoffeeBean and use their WiFi there... perhaps "steal" their connection instead...

so i need a good handphone which can surf net like usual computer, can use the browser surf for email, social network, banking, etc via Wlan... hence no laggy and smooth to play around... thinking for HTC but i noob in handphone, need recommendation for suitable handphone... my budget around RM500-1000... hence i seldom in entertainment and gaming with my handphone...

so it can do the data (surf net via 3G and pay by usage) even though i don't have internet plan from digi?
for any urgent matter i will use the phone for online checking for while...

anyway, can i disable the phone pull & push functions towards internet?
i afraid my telephone bill may cost me a bomb if the phone auto connect to internet...
