Can anyone recommended me phone (not SE or Nokia) around RM1300 but preferably has high durability and maybe a touch screen. I'm a bit noob about phone 

Then these phone no good cos I want dual active. Dont see the point of dual standby cos can only receive call/sms on one sim at a time.

Just called Samsung - they say only 1 sim card can be used at any one time and you must select which once you want to be active. If thats the case then whats the point? only advantange would be not having to physically change the sim but the phone must still be rebooted.

Maybe I'm just confused?

excellent build quality, IMO=HTC's. since u got the budget, can go up to AP desireHD but well, android need some times to get used to. but well, desire also nice IMO, but with smaller screen there.
take notes that, HTC's is a bit bulky because of their build material

Seriously, I rarely saw the flips phone in recent periods and if like adrianccseng said that such form is being released A YEAR back by different manufacturer means this form factor is not something manufacturer might be interested to design for, like the convertible tablets.

For me, i like convertible tablets, but most of the people like to use the slate form factor tablets. Phone manufacturer only design stuff that can make money and the model you stated seems to be a very very good way to do that.
