The Registrar of Marriage is the only legal venue that you need to attend. It is a branch under the Jabatan Pendaftaraan Negara (the place that gives you an IC). So the Registrar of Marriage is usually in the same place as the IC office.
People can apply to be Assistant Registrar of Marriage. Such application is usually given to religious leaders. That is why you can also register your marriage at a temple, church ... It is a legal as going to the Registrar.

Hmmm, I did not know you need a Commissioner for Oaths. I guess it it to declare that you are single. Previously the written declaration to the Registrar would suffice. That declaration so happen to be a Statutory Declaration in the marriage form itself. I guess Commissioner for Oath need to eat as well.

You just take what date you wish for anniversary. You can take both dates too. Then you have two anniversies to make it more "romantic" I guess. Just remember the date you are registered that will be legal. If ncome is efficient they would have sent you the relevant form for joint declaration within the same year. It is most likely you have not done your ceremony like most chinese.
