Well, best is subjective and relative to the price. I would say the best value for money BD player locally is the Samsung BD-C5500 available for RM399. This has all the basic BD player functions that you'll need and a bit more. Check out some users views in this thread here. BTW, I'm not related to Samsung in any way, just a satisfied customer.
