Depends on what your definition of "best" is mate. If it's capacity then you have to consider the Maracana for it's atmosphere and sheer size. The Ali Sami Yen on a similar note is one of the most hostile. I like Anfield for it's history. You feel it when you're there. The Shankly and Paisley gates. The Hillsborough Memorial. The Kop. Shankly's statue. This all translates to the stuff legends are made of.
for me its definitely not all those big clubs stadium but it is the smaller clubs stadium like clubs from Turkey. I thought the noise of the stadium made by human can match vuvuzelas.

If personal experience, Shah Alam stadium where Malaysia vs Chelsea for the second time. The atmosphere was awesome IMO. Mexican wave during halftime as well.
dortmund fans i think have been well known as one of the most fanatic fans across europe. that goosebumps you feel when u watch their games at westfalenstadion (its old name i think), u wont feel it at anywhere else. to me, this is the best seat in a stadium u can get.
as stick to the thread title..well for me its quite hard to name the 'best' stadia in europe...bcoz there's too many of em.. I don't wanna mention the likes of Old Trafford, San Siro, Camp Nou, Bernabeu, Emirates, Allianz Arena, Wembley, Stade de France, Amsterdam Arena etc bcoz they're well known. But this one new venue for the 2010/2011 Europa League final did catch my attention
If you meant facility-wise, I'd say Santiago Bernabeu. The seats, the gallery, directors box, changing rooms, everything is classy, just like the old Real Madrid teams.
Atmosphere-wise, Anfield, on a European night, without a doubt. People might get bored hearing that statement & I was as skeptical as anyone else at first but after experienced it first hand I was lost for words to describe the feelings. But of course, the Turks stadiums & Westfalenstadion would be up there too on the list.

Dublin Arena is my favorite stadium in Europe. Second will be Santiago bernabeu. 3rd of course Emirates coz the armory is there. But had no chance to go there when I went to London years ago.
I don't know about best but the Ali Sami Yen, home to Galatasaray houses some of Europe's most fanatic supporters. Coupled with their "welcome to hell" slogan, it makes for one of the most intimidating atmosphere's not just in Europe but anywhere in the world. Many of the world's biggest teams have failed to handle the atmosphere. The only positive point for visiting teams is that they only have to contend with 25,500 delirous fans.

Its kinda difficult to judge the "best" stadia without actually being there. Its really really really different watching on TV and in the stadium itself. Heck, even watching Malaysia Cup in the stadium can be damn exciting, provided of course, there's a capacity crowd.
For me, I have to say the best games I've watched were in the old Stadium Merdeka. Wooden seats, almost absent leg room, awful food and the "feewit" whenever the cameraman shows a hot chick in the crowd, but that's what made it special! And whenever Selangor played Singapore, it was even better, especially when we sing "Inilah Barisan Kita"!
I also like the Shah Alam stadium. There's nothing like thousand of Selangor fans with their face paints, waving their flags when the "Kecemerlangan" song hits the air waves. And we also used to do this foot stomp thing, and the whole stadium will "bergegar"!
It was awesome!

in Malaysia the bigger stadiums like Shah Alam and Bukit Jalil does not bring optimum satisfaction for fans ( at least to me) due to the track which positioned fans far away from pitch. The first tier also built very flat taking you ever further away from the pitch if you want to get an higher view. I think new stadium design it to be more steep. And you have to get an higher view because your view will be blocked by the fences if you sit lower and nearer to the pitch.
IMHO smaller stadiums like KLFA Stadium in Cheras and Selayang Stadium bring a much better experience to fans.

I was only 9-10 years old at that time, but I still remember vividly the Stadium atmosphere when I went there during the Malaysia Cup 1996 Final. The sight of the Merah Kuning throughout the stadium was really awesome. And imagine the atmosphere after Selangor won on penalties. Sadly that was the last time I went to a stadium

i have yet to see an football-only stadium being built in malaysia
The Maracana in Brazil is one of the oldest of massive stadiums. At one point however is was a decaying mass of concrete but it has since undergone renovations and can now seat 82,000 spectators. In the next 4 years or so they plan to seat 103,000 fans which is bigger than the population of some small countries. South Americans are football crazy and on matchdays it is a cauldron of noise.
Call me ancient but I value stadiums with a great history because feel it's more than just about the facade. A massive stadium is but a tool to create historical moments. Stadiums will come and go but these moments will echo in the halls of eternity.
