use NetCounter or NetSentry

as for disabling data
install switchpro and setup 2 buttons for wifi and data. easy as that.

the best 3G coverage still Celcom followed by Maxis then DiGi.

Of course, the over subscription happens to those with plenty of iPhone base users. Meanwhile, it is undeniable that DiGi have good coverage in major cities and towns.
but then again, it depends on the nature of your work/job/etc. Those travel a lot prefer Celcom / Maxis for their wide coverage.

If they invest now, they are running on 3G. But now the team is doing some R&D for the LTE.

If they hold back for the LTE, it would be beneficial in business wise. Same goes to ROI.
