Sorry to say this, but Msia is a uncivilized society, and there is no civicness instill in our school education, hence in Msian context, you dont need to send a letter. In Msia, I would say, if you are going for higher executive job, say more than rm15000K (not fixed numbers here), please do send a letter, coz normally the interview is done by CEO. etc.
