you could classify it like that but the standard is no where near.. O levels especially is so much more recognized compared to SPM. STPM standard is dropping though but still not as recognized as well.

Throughout the years, SPM level has dropped by a measure compared to those in Singapore or HK (where they have the equivalent paper).
