It shows local only. That means the tethering is active. But the connection is not going through.
1. Make sure your mobile internet is functioning properly. Surf a page on your mobile. If can, its all good. Proceed to next step.
2. Got o contol panel. Then into network connections. Right click the LAN (or right click the wifi if your tethering wirelessly) select properties. New wi.dow opens. In the list, find TCP/IP (IPv4) and double click it. Set the IP to "automatic" and set the DNS to "automatic".

usually it is cause by the internet that you are trying to connect, sometime eventhough your phone showing 3G etc etc, you actually not connected to the internet, watch the up and down arrow, if only the UP is blinking when you are trying to surf that mean not connected properly, if UP and DOWN is blinking and you can surf on your mobile without a problem, try use usb as tethering, if that is succesful then try the AP again, if the result still the same, try with other computer,

Actually I want to offer my help, but I'm not using SGS. From experience sake, the problem is very simple. You are not allowing or you have no connection to internet. I'm using Magic, so no different, right? Still android ma~

Try using the wireless tethering and see if it works..Also, make sure to change the settings in the TCPIP like I mentioned above for the wifi settings..
