IIRC (that Zanpakto maker fella's words are darn confusing, took me a while to understand what he said):-

- Ichigo has both Shinigami and (at that time still unknown) Quincy powers
- When he lost the Shinigami one, Uruhara used the "hollow way" to return his powers. However, due to the reason the Shinigami and Hollow powers "contradict" each other, both NEVER materialize... therefore the Quincy one appeared instead.
- After he broke his Zangetsu while fighting in the Quincy invasion in SS, the Zanpakto fella noticed that Ichigo "has no real Shinigami powers". As such, he cannot locate the "twin" to make the new Zanpakto,
- Therefore, Ichigo was banished to Earth so he can discover and unify BOTH his Shingami and Hollow powers.

His Shinigami powers actually comes from his dad, so no surprises he was actually using the same techniques and the name is nearly similar.

But you did bring up a good point - if his powers was not Shinigami in the first place, why he can use Shikai, Bankai and Final forms?

He WANTS to be Kempachi, so that he can defeat and kill Kempachi. Well, he got what he wanted - he DID become Kempachi, but at the same time he DEFEATED AND KILLED HIMSELF.

Kempachi was just using mind games against him. And it worked. Flawlessly.

I don't see it that way. Remember he can imagine ANYTHING to happen - if he were to die just because he "grew too fast", that would be freaking pathetic.
