I am facing issue adding real id frens as well. Then i logged into my battle.net account and notice that it says my account is not associated with any games =.=

If your friend's account have parental control, login the parent email address and change it's privacy setting to enable RealID.

If you don't know where to change the settings, login the sc2 id at the webpage and then request to send the email to the parent email address for managing your friend's account limitation.

I don't think malaysian got ppl use parental control >_>
