75% opened seems like an exaggeration...

I just dropped by there yesterday and to be honest, 75% seems reasonable. Like what dawnrose mentioned, it does indeed seems like a fully functional mall the only thing is lack of crowd but it can be expected as it's very much dependable on the students.
