It depends up to your own preference.

Today, u can hv a running Linux system within 5 mins without having to partition ur hard drives. Two most commonly used Live-CD Linux Distro are Knoppix and Ubuntu Live-CD which comes more than 1 GB of softwares in compress format. I would recommed this Live-CD to try out Linux, before u are really serious about Linux as ur prefer platform for work.

Most common programming langues used on Open source software were based on C language, and Perl language. For web programming the PHP language the most popular followed by Perl and Python.

Open Source with Database? I Assume you're trying to build an application from Open Source?
Any OS Can Build Application as long as you have appopriate tools, compiler.
Database, there's quite a lots of database management system outthere, Eg: MSSQL, MYSQL, Interbase, Firebird, Oracle, etc

Any OS can write application as long as you have the suitable tools, compiler etc. If you are familiar with Windows, then stuck with it! wink.gif Or you can always try linux....

If you are trying to build an application with cross-platform (run on multiple OS), then it might harder...
