my caps reach but i need to DL 3gb file

so when i DL the speed will be cut to half or more than that but can i still DL the 3gb file?

been DL psn games for whole freaking noon the file DL till 13% then tell me completed then when i check back the file size only 1kb and the real file need 2k mb
